The new Municipality of Stellenbosch incorporates the former municipalities of Stellenbosch, Franschhoek and Pniel. The respective Transitional Local Councils (TLCs) administered these municipalities. Smaller settlements in the new jurisdiction such as Kylemore, Klapmuts, Jamestown, Johannesdal and Raithby were administered by one of these TLCs or the former Winelands District Council. The rural areas in the new Stellenbosch Municipality fell under the jurisdictions of the Stellenbosch and Paarl Transitional Rural Councils within the Winelands District Council.
Prior to the formation of the new Stellenbosch Municipality all local authorities in the country and also in the Western Cape Province had embarked upon a new planning initiative to create Integrated Development Plans. This process necessitated undertaking comprehensive surveys of existing information to determine the status quo of development in these areas. A factual basis was required for use in the creation of the respective IDPs. Consequently local authorities commissioned Development Profiles to be drawn up.
Although the former local authorities had all embarked on the creation of Development Profiles and had progressed quite far or had completed the task, the municipal demarcation process that ended in the municipal elections in November 2000 had such far reaching consequences that it was necessary to take a step backward and reconsider the status quo. The need for a single document and integrated dataset for the new municipality that covered the whole jurisdiction in a uniform way lead to the commissioning of this Development Profile.
Decision-makers participating in the IDP process need easy access to a wide range of background information. Data relating to the inhabitants of the area is of utmost importance as planning is for people. Thus the aim of this exercise is to provide data pertaining to the people of the Stellenbosch Municipality so as to ensure that their characteristics and needs are factored into the process of Integrated Development Planning.
The major source of data used was the 1996 population census as well as information gathered by the Winelands District Council (WDC). The WDC data was obtained from a 5% household questionnaire survey conducted in 1998 in response to a request by the Department of Constitutional Development circular HPO 36/2/21/1/3 for input into the municipal demarcation process.
Two documents were produced. One comprehensive document available in electronic format and accessible for browsing on the Internet at http://www.stellenbosch.municipality.co.za and this condensed version for dissemination in hard copy format to local councillors. Hopefully these documents will provide a ready source of information for general use.
